NCWA-XI ran to 30 Jun 2026. The Eleventh National Coal Wage Agreement, signed 20 May 2023, covered 1 July 2021 to 30 June 2026 and has now expired. The Twelfth has not been signed. JBCCI-XII — the joint bipartite committee that negotiates it — is still not constituted. At the Apex Joint Consultative Committee meeting on 3 September 2026 the central trade unions sought an exemption from Section 14 of the Industrial Relations Code, 2020, which governs how negotiating unions and councils are recognised, and Coal India management agreed to take it to the Coal Ministry. Coal India was reported on 2 October to have written to the Ministry seeking that exemption. The Ministry's decision is pending, and nothing has issued to report.
